

Philip Dimopoulos (M.P.P.A)
Prior to founding Privcom Consulting, Philip was a highly respected senior privacy advisor within the federal Government of Canada for numerous years. 15 years of service, he transitioned into management roles, where he successfully led privacy initiatives on behalf of one of the largest custodians of personal information, Human Resources and Social Development Canada (HRSDC).
During his tenure at HRSDC, Philip's primary objective was to ensure that HRSDC's collection, use, and disclosure of personal information aligned with privacy laws and departmental policies. Philip displayed exceptional expertise in implementing robust privacy procedures and delivering comprehensive training programs, helping equip all employees with a clear understanding of their responsibilities when handling sensitive information.
As the chair of HRSDC's Privacy Committee, Phil liaised with various stakeholders to advance privacy best practices. He also pioneered the development and implementation of mandatory privacy training modules, guaranteeing that every departmental employee underwent essential privacy education. Furthermore, Phil demonstrated exceptional organisational skills by establishing and maintaining the Department's inventory database, which tracked Personal Information Sharing Agreements with municipalities, provinces/territories, and international entities.
Phil's dedication to privacy protection was recognised by his peers and superiors, earning him numerous accolades and awards; he and his colleagues in the Access to Information and Privacy (ATIP) office received the Treasury Board Secretariat of Canada Award of Excellence twice (two non-consecutive years).
After he resigned from the federal government, Philip visited countries around the world giving keynote speeches in universities on topics such as the perils of social media, and the use of Big Data by governments (photos below from one the International Conference on Big Data sponsored by the University of Oujda, Morocco, April, 2018).
Philip's expertise in the area of technology and government made him a sought-after speaker. His speeches were always informative and thought-provoking, leaving audiences with new insights and perspectives on how technology can be used to improve governance. He was known for his ability to explain complex ideas in a way that was accessible to everyone, and his talks were often attended by students, academics, and government officials alike. As an aside, Philip's essay on information risk management in the public sector was published in academic journal in January of 2019.
Philip understood the importance of raising privacy safeguards in the business world where personal information is particularly vulnerable and founded Privcom Consulting to provide privacy solutions to all business and public bodies big and small.
